Council Tax   top
  If you are a student studying a full-time degree course, then you are exempt from paying Council Tax, even if you are repeating a part of the course on a part-time basis.

If you are living in TASMAC Housing then you will not receive a bill, and if you live in a household where every adult is a full-time student then you will receive a bill but will not have to pay Council Tax once you have submitted proof of your student status. To get this proof you should request a Council Tax Exemption Certificate from the Student Services Office. For Council Tax purposes you are treated as being a student from the time that you start your course, to the time when you complete, abandon or are excluded from it.

The situation is slightly more complicated when you are a full-time student sharing with a non student/non students, and a change in legislation on 1st April 2004 changed the liability of students in this position. From this date, if you are a full-time time student sharing a household with a non student/non students then you are not liable to pay any Council Tax to the council. If you show proof of student status to the council then you should not be included in the Council Tax bill and cannot be taken to court for any Council Tax owing for any period after 1st April 2004. In practice you may come to an arrangement with the person or people that you are living with whereby you agree to pay a part of the Council Tax bill. If there is just one non-student in the property then you should submit a Council Tax Exemption Certificate to the council and there will be a 25% discount for the property. If there are two or more non-students living in the property then you cannot get this discount and they will be asked to pay the full amount.

IMPORTANT: There is one exception to the above rule. If you own your house/flat or you are the only named person on the tenancy and you have tenants or adult family members living with you who are not full time students there will be a Council Tax bill issued. This will happen because your tenants/family are living with you. You will be liable to pay the bill and your student status will not exempt you. Discounts can still apply.

Prior to 1st April 2004 full-time students living with people who are not students were treated as liable to pay Council Tax. If you owe Council Tax from before this date then you should see a Student Adviser to discuss your position.

Students who are studying on part-time courses are liable to pay Council Tax, but you might be able to claim Council Tax Benefit. Check with a Student Adviser if you think that you might be eligible.  >>top

Health Care  top

  Registering with a Doctor
To register, you will need to visit the reception of your nearest GP’s (doctor’s) surgery during opening hours, taking a letter from TASMAC to show that you are a student. Student Services will issue you with a letter to register with a GP. Most GP’s surgeries have female as well as male doctors. If you prefer, you can ask to be seen by a woman doctor.
You should register with a GP’s surgery close to your accommodation soon after your arrival in the UK.

National Health Service (NHS) charges
If you are on a course for six months or more you are entitled to free treatment from the National Health Service from the beginning of your stay. EEA nationals should fill out form E128 in their own country of residence. They will be entitled to treatment the same as students who are here for more than six months.

International students staying in the UK for less than six months are only entitled to basic emergency services free of charge. If you are in the UK for less than six months then you must have health insurance. Britain does however have reciprocal agreements with some countries - see the Department of Health's website for further information.

Students who are in the UK for less than 6 months are strongly advised to take out personal medical insurance.

TASMAC will not be liable for any expenses incurred by you for medical treatment provided by the NHS during your stay in the UK.

All NHS patients will be required to pay in full for the following services:
• Medication from a pharmacy that has been prescribed by a doctor. Each item will cost you £6.50. You can apply for a cost reduction by completing a form. There will be some delay and you may not be exempted.
• Private hospital treatment, including private physiotherapy, dental and optical treatment.
• Non-emergency NHS dental treatment.
• Non-emergency NHS optical treatment.

Chemists
You can buy standard western-style medication from most chemists unless the drugs are available on prescription only. In every large town, at least one pharmacy (chemist) stays open until 7.30pm or 8pm and a 24-hour prescription service is available to buy medication. If you have a minor ailment, a pharmacist can advise about treatment. Other treatments such as Chinese herbs, acupuncture etc are available in the UK but are not free.

Walk-in Centres are doctor surgeries that do not require an appointment. NHS Walk-in centers’ give you fast access to health advice and treatment. They can be used by almost anyone on a drop-in basis, and are usually open seven days a week from early morning to late evening, 365 days a year. To find your local walk-in centre, you can phone

Dentists and Opticians

Dentists     Top
You should register with a dentist near your term-time address. If you consult a dentist, you should ask if they are willing to give NHS treatment. If the dentist agrees, you will have to pay a minimum charge for treatment. If you are not registered with an NHS dentist, you will have to pay the full cost of dental treatment as a private patient which can be very expensive. If you are an international student, you should be aware that dentists and opticians may insist that you register as a private patient, and they are within their rights to do so.

NHS Dentist Charges Structure
* £16.20 - This charge includes an examination, diagnosis and preventive care. If necessary, this includes X-rays, scale and polish, and planning for further treatment. Urgent and out-of-hours care also costs £16.20.
* £44.60 - This charge includes all necessary treatment covered by the £16.20 charge PLUS additional treatment such as fillings, root canal treatment or extractions.
* £198 -This charge includes all necessary treatment covered by the £16.20 and £44.60 charges PLUS more complex procedures such as crowns, dentures or bridges.
